A reporter asked: We have noted that the joint statement of the China-US Geneva Economic and Trade Talks mentioned that China will suspend or cancel the non-tariff countermeasures against the United States since April 2, 2025. What are the considerations regarding the export control list?


The spokesperson responded: In accordance with relevant laws and regulations on export controls, the Ministry of Commerce issued Announcements No. 21 and No. 22 on April 4 and 9, 2025, respectively, adding a total of 28 U.S. entities to the export control list and prohibiting the export of dual-use items to them. To implement the consensus reached in the high-level China-US economic and trade talks, it is decided that starting from May 14, 2025, the above-mentioned measures will be suspended within 90 days. If export operators need to export dual-use items to the 28 entities mentioned above, they shall apply to the Ministry of Commerce in accordance with the relevant provisions of the Regulations of the People's Republic of China on the Export Control of Dual-Use Items; the Ministry of Commerce will review the applications in accordance with laws and regulations, and those meeting the requirements will be granted licenses.
